State Higher Vocational School ( PWSZ) began to appear in the Polish educational market in 1998 , thanks to the adopted in June 1997 a ministerial act on higher vocational schools .
The assumption of PWSZ was to increase the access to studies for the youth of the villages or towns away from large academic centers, contribute to a uniform nationwide coverage and tertiary education and respond to the needs of the local labor market. State Higher Vocational School were to give the opportunity of free study close to home, to respond to the needs of local entrepreneurship, create faculties and departments on request of local communities and their needs.
In this way, on the Polish educational map appeared state higher vocational schools in: Tarnow, Legnica, Elblag, Nowy Sacz, Jelenia Góra, Gorzow Wielkopolski, Sulechów, Jaroslaw.
Another appeared in Krosno, Leszno, Wałbrzych, Plock, Kalisz, Pila, Biała Podlaska, Sanok, Przemysl, Tarnobrzeg, Nysa, Chelm, Ciechanow, Nowy Targ, Raciborz, Wloclawek, Opole, Lomza, Głogow, Gniezno, Wałcz, Oswiecim, Zamosc, Suwalki, Skierniewice, Sandomierz and Koszalin.
